INSIGHT - CAPPA is born

Mr. Akinbode Oluwafemi.

By Wale Fatade

Yesterday, my friend of almost three decades,
, took a bold step. Not one to be afraid, but dithering over the years on what some of us believed should be the next logical step of his career in social justice is another example of why he is Bode.
Mr. Wale Fatade

Always putting the interest of others before his, he romanticises self-immolation so much that 'others first' remains his mantra. I mean how many people could turn down job offers with two international NGOs just to continue bringing succour to poor and marginalised people?

But he broke free. He decided to chart a new course. Together with his team, he started Corporate Accountability and Public Participation Africa (CAPPA) not Cappa and D’ Alberto, a new level in social justice movement not just in Nigeria, but in Africa as well.

Formed in the classical furnace of students’ movement of the mid -1980s to early 1990s at the University of Ilorin, Bode continued on the path with a career in journalism. But his heart was set on social justice, fighting for the rights of the oppressed and equitable distribution of resources for all.

It was Bode who will first go and volunteer his time and intellect at NGOs offices early in the morning before resuming at his desk in the afternoon since he was on the sub desk. While some of us limited our involvement in the fight against Abacha to our stories as journalists, my friend was part of the underground movement in the battle against dictatorship with other Nigeria Union of Journalists (NUJ) members. My path and Bode’s first crossed at The Guardian newspapers in 1996 and he used to envy us while we travelled across Nigeria. Now I don’t know the country my friend has not been to, he is one person the appellation ‘widely travelled’ fits so well.

He, however, could not continue with us as the pull became more serious. He resigned in 1999 to join the Environmental Rights Action/Friends of The Earth Nigeria. I remember some of our colleagues, especially seniors, who thought he was crazy. Guardian was the place to be then, but I knew if anybody could make a success of activism, my friend is one. And he has not disappointed. The day I knew he has made it was when I interviewed him for a story to mark World No Tobacco Day in 2000. I quoted the Irele Ekiti man in a story? That was it and there has been no looking back since then.

Of course his signature crusade was getting a tobacco control bill passed into law which he did together with other advocates. He was also involved in Our Water, Our Rights movement with others, practically forcing the Lagos Government to rescind its decision to criminalise the informal water sector.

Corporate Accountability and Public Participation Africa (CAPPA) works to advance human rights, challenge corporate abuse of our natural resources and build community power for inclusive development and participatory governance. A Pan - African organisation devoted to working with African communities to build partnerships with them towards taking collective social action towards the promotion and defence of the rights of peoples. It challenges the abuse of our natural resources, our environment and our people through corporate and state policies and practices.

CAPPA’s goal is Africa that is free of injustices and inequalities caused by corporations and unfair state structures.

Let’s support my friend and his team as they seek to make Nigeria and Africa better.

Congratulations, ore mi luka.

Release detained Corporal, House of Reps urges Military in resolution, as Elumelu makes case

Hon. Ndudi Elumelu during plenary in the Green Chambers.

The House of Representatives has begun the process to rescue a soldier, Lance Corporal Martins Idakpein, who was detained for criticising Nigeria service chiefs over the rising spate of insecurity in the Country.

This was sequel to a motion to that effect moved by the Minority Leader of the House of Representatives, Hon. Ndudi Elumelu at the resume plenary of the House on Thursday 2nd July, 2020.

The motion titled, ‘A call on the Nigerian Army to release Lance Corporal Martins Idakpein from arrest based on His expressed opinion,’ was seconded by Hon. Jerry Alagbaoso.

In adopting the motion, the House requested that Lance Corporal Idakpein should be brought before the relevant House committees and the leadership, to brief them of the happening in the northern part of the country, while mandating the Committees on Defense and Army to investigate the alleged detention of Lance Corporal Martin’s ldakpein and his wife.

ldakpein, from the 8 Division, Sokoto, of the Nigerian Army, had criticised the Chief of Army Staff, Lt. Gen. Tukur Buratai, and other service chiefs in a viral video over the handling of the Boko Haram insurgency.

Subsequently, ldakpein was arrested and moved from Sokoto to Abuja. His wife, Victoria, was also arrested after she granted a media interview, calling for the release of her husband.

In leading the debate Hon. Elumelu stated that the lance corporal had alleged through an on-line video that he has proof to show how Nigerian funds are being wasted in the name of fighting the insurgency in the Northeast which has led to the wanton waste of lives of Nigerians.

Elumelu expressed concern that instead of the allegation to be investigated, the lance corporal was arrested by the military alongside his wife, a civilian, who went to plead for his release.

“The House is disturbed that though Section 122 of the Armed Forces Act forbids the military from perpetually detaining any officer, Lance Corporal Martins ldakpein, has been held in detention till date and his wife who tried to secure his release has also been detained.

“This is an affront to the letters of Chapter 4 of the 1999 Constitution of the Federal Republic of Nigeria as amended, which guarantees the fundamental human rights of citizens, the Minority leader stated.

The motion and the resolutions read in whole:
MOTION BY RT. HON.NDUDI ELUMELU THE MINORITY LEADER OF THE HOUSE OF REPRESENTATIVES.

A CALL ON THE NIGERIA ARMY TO RELEASE LANCE CORPORAL MARTINS IDAKPEIN FROM  ARREST ON THE BASIS OF HIS EXPRESSED OPINION

The house notes that on 22nd of June 2020 , lance corporal Martins Idakpein from the 8 division sokoto of the Nigeria army made an online video wherein he condemned the lackadaisical attitude of security chiefs towards the incessant attacks and killings of innocent Nigerians by Boko Haram and other armed groups in the northern part of our country.

Further notes that in the said video he mentioned that the nation’s security chiefs had failed Nigerians in their duty to protect the country and its citizens by not showing any serious commitment towards the fight against these continuous attacks by dissidents, bandits and criminals in the northern part of the country, thereby putting the whole nation in a state of panic and uncertainties.

Worried that instead of the security chiefs after seeing the video to buckle up and be up to their duties in protecting the country and its populace, the chief of army staff ordered that  lance corporal Martins be arrested and moved from sokoto to Abuja for speaking up against the army authorities.

Concerned that though section 121 of the armed forces act, grants the military the restrictive powers to arrest its personnel but section 122(6) of the same act provides that such personnel is entitled to immediate release, unless the release will be a threat to national security and lance corporal Martins Idakpein has not proven to be a threat in any way.

Disturbed that though Section 122 of the armed forces act, forbids the military from perpetually detaining any officer. Lance Corporal Martins Idakpein has been held in detention till date and his wife who tried to secure his release has also been detained too, this is an affront to the letters of chapter 4 of the 1999 constitution of the federal republic of Nigeria as amended which guarantees the fundamental human rights of citizens.

Acknowledge that  the military who are suppose to protect the territorial integrity as well as enforce the laws of our nation are in a habit of these illegal, wrongful and unconstitutional detention of soldiers whenever they ask that the right things be done.

Further acknowledge that  if these trends are left unchecked, it may become a serious menace that can fan the embers of our nascent democracy for the wrong reason, hence the need for urgent intervention and caution to the Nigeria military.

RESOLVE

1.That the house mandates its committee on army to interface with the leadership of the Nigeria army to urgently release the wife of the lance corporal,Mrs Idakpein.

2.That the house mandates its committees on defense and army to investigate the alleged detention of Lance Corporal Martin’s Idakpein and his wife.

3.That  lance corporal Martin’s Idakpein should be brought before the relevant House committees and the leadership to brief them of the happening in the northern  part of the country from information within his knowledge.

PERSPECTIVE – The protracted royal family crises in Idumuje-Ugboko – Facts behind the curtains

Rt. Hon. (Prince) Ned Nwoko.

BY FRED AKPEWE
Idumuje-Ugboko is a serene, sleepy town in Aniocha North Local Government Area. This rural-agrarian settlement has been peaceful for decades until a seemingly innocuous issue triggered crises which have now grown to monumental proportions.
Prince Chukwunonso Nwoko.

In the
early months of 2015, an international lawyer, philanthropist, and environmentalist and a scion of the Nwoko royal family of Idumuje-Ugboko, Prince Ned Nwoko announced with glee that he had decided to build his pet dream of a sports university, and a golf course in the village. The STARS University was to be one of its kind in south Saharan Africa and the gains to the village in terms of development promised to be salutary. Prince Ned Nwoko requested for an additional 90 hectares of land for the University and golf course, having earlier been granted a 33 hectares of land for a diary farm. His Royal Majesty, Obi Albert Nwoko III, JP (MON) and his Obi in Council had given their approval for the land promptly for the commencement of the Stars University and golf course but with a proviso that the community would own 40% equity in the proposed university. Prince Ned Nwoko joyfully procured a certificate of occupancy to cover the land which was issued to him through his company, LINAS INTERNATIONAL LTD.
GENESIS OF THE CRISES IN IDUMUJE-UGBOKO
From the information obtained from sources and corroborated by the accounts of Prince Walters Eziashi, a former President-General of Idumuje-Ugboko in 2008 and Chris Ogu, the Iyase (Traditional Prime Minister) of Idumuje-Ugboko, trouble started when a fresh letter purporting to have been written by HRM, Obi Albert Nwoko was widely circulated with claims that the Obi had repudiated his earlier approval for the land to establish the Stars University and the golf course. This new twist which occurred on Wednesday, August 12, 2015 was doubted by many sons and daughters of the village prompting some persons to go to the Obi’s palace to seek clarification from Obi Albert Nwoko. Unfortunately, Prince Chukwunonso in concert with Prince Ejimofor Nwoko, Richard Obiajulu Nwoko and Dennis Nwadiegwu Nwoko had erected a barricade in the palace in an attempt to frustrate their seeing the king. A shocked Prince Walter Eziashi, the then President-General of the community petitioned the Commissioner of Police on September 14, 2015 to investigate the letter allegedly written by Obi Albert Nwoko. Police investigation indicted Prince Chukwunonso Nwoko, Richard Nwoko and Ejimofor Nwoko for forgery and the matter was charged to Magistrate Court I, Asaba in Suite No. SMC/420C/2016. By this singular act the fragile peace in Idumuje-Ugboko had been aggravated. From that date, some strange occurrences started in rapid succession. The King, Obi Albert Nwoko died in questionable circumstances on February 6th, 2017 and was allegedly buried hurriedly while Prince Chukwunonso Nwoko promptly crowned himself king against all traditional protocols, rites and traditions. Although Prince Chukwunonso Nwoko was the first son of HRM Albert Nwoko, his mother was from Ubulu-Uku, prompting the late king’s other son, Prince Uche Nwoko whose mother is from Idumuje-Ugboko to lay claim to the throne. Idumuje-Ugboko tradition has it that for a king to be crowned, his mother must be from Idumuje-Ugboko. The mysterious death of Obi Albert Nwoko had elicited grave concerns causing his Queens to petition the Inspector-General of Police with claims that their husband was murdered.
Evidence abound that Prince Chukwunonso Nwoko responded by clamping down on all persons perceived to be enemies of his quest to become the Obi of Idumuje-Ugboko. On May 18-25, 2017 hell was let loose in Idumuje-Ugboko in a palace fracas which spread to all parts of the town. At the end, an okada man, Cyprain Kumiolu and Kennedy Iloh were murdered in cold blood, while 29 other victims of the mayhem suffered varying degrees of injuries and fractures prompting the Police and the National Human Rights Commission to visit and make documentations.
On another occasion, the Iyase of Idumuje-Ugboko, Chris Ogu was beaten up and flogged in the Palace while his house and cars were badly damaged. On yet another occasion, a teenage girl was raped right in the palace and this act generated wide outrage against Prince Chukwunonso Nwoko.
PEACE PROCESSES IN IDUMUJE-UGBOKO
The Idumuje-Ugboko crisis has generated several commentaries and schools of thought. A school of thought has linked the Idumuje-Ugboko altercations to the crises of confidence between Prince Ned Nwoko’s quest to build a Stars University and Golf Course and Prince Chukwunonso Nwoko’s inability to get his staff of office. Closely related to this school of thought is that the crises has lingered because Prince Chukwunonso Nwoko has refused to authenticate the additional 90 hectares of land approved for Prince Ned Nwoko by Obi Albert Nwoko for the Stars University/Golf Course.
Desirous of finding a lasting peace to the crises about 8 peace attempts have been made and all of them have been unsuccessful. They are:
 Aniocha North Traditional Ruler Committee (March, April and May, 2017).
 Peace meeting with the AIG zone 5, Adamu Mohammed in Benin-City (June 1, 2017).
 Benjamin Elue-led Aniocha Congress Peace meeting which held several times.
 A proposed meeting with Obi of Idumuje-Unor but which was allegedly aborted by Prince Chukwunonso Nwoko.
 Chief Paul Uzor-led fact finding committee which was unceremoniously aborted by Dr. Gabriel Ogbechie after a preemptory publication/advertorial on 21/4/2017.
 The Obed Nwochie Peace Initiative.
 DiokpaUka/Idumuje-Ugboko Women I.U.D.U sponsored Peace Initiative.
 Obi of Owa, HRM Professor Efeizomor Peace Committee Meeting.
In all the above meetings, it is instructive that Prince Ned Nwoko, ever ready to avail himself of any available amicable settlement had always made himself available.
THE ROLE OF DR. GABRIEL OGBECHIE AT PEACE SETTLEMENT
Although Dr. Gabriel Ogbechie, a prominent son of Idumuje-Ugboko had presented himself as a peace maker in the crises rocking the community, many indigenes of the town are uncomfortable with his motives. His real motives may have come to the fore in his two-page Vanguard advertorial of May 21, 2020. In the publication titled “The quest for Peace in Idumuje-Ugboko, Gabriel Ogbechie presented Prince Ned Nwoko as the antagonist in the crises that was stalling the peace process. Ogbechie also laboured to link the kingship tussle to the land for the building of the Stars University. Gabriel Ogbechie also labeled Prince Chukwunonso Nwoko as a peace loving king who is being unjustifiably denied his staff of office. Gabriel Ogbechie’s pontifications have painted him as a man whose only interest is to make sure that Prince Chukwunonso Nwoko gets his staff of office, even if it means Prince Ned Nwoko getting an alternative piece of land for his Stars University and Golf Course.
THE STANCE OF NEW NWOKO IN THE IDUMUJE-UGBOKO CRISES
Prince Ned Nwoko has consistently maintained that he has no hand in the kingship tussle in Idumuje-Ugboko. He has also shown sufficient commitment to the peace process by attending and contributing to all the peace meetings. Perhaps, one area in which Prince Ned Nwoko has been clearly misunderstood is that he wants just more than peace. He also wants justice. Prince Ned Nwoko believes that the several human rights violations in the community should not be swept under the carpet. The culprits fingered in the death of some folks, the villains who caused the maiming of innocent people and those who vandalized people’s property and forged vital documents should not go unpunished. Although Prince Ned Nwoko himself has not instituted any court case against anybody in the village, he believes that true reconciliation and justice must go hand in hand. It is this position taken by Prince Ned Nwoko that makes some people including Prince Chukwunonso Nwoko and Dr. Gabriel Ogbechie to believe that he (Prince Ned Nwoko) does not want the staff of office to be given to Prince Chukwunonso Nwoko.
WHY THE STAFF OF OFFICE HAS NOT BEEN GIVEN TO PRINCE CHUKWUONSO NWOKO
The Delta State Government does not confer staff of office on a person whose kingdom is under strife. In the case of Idumuje-Ugboko, there are about five (5) lingering cases in court against the palace ranging from murder to forgery and willful damage to property not to talk of gross violation of human rights. Under this circumstance it would be a grave error for the Delta State Government to confer a staff of office on Prince Chukwunonso Nwoko. Besides, there is a kingship tussle in Idumuje-Ugboko between two brothers – Prince Chukwunonso Nwoko and Prince Uche Nwoko.
FINDING THE WAY FORWARD TOWARDS PEACE IN IDUMUJE-UGBOKO
With eight (8) peace committees unable to find a solution to the protracted Idumuje-Ugboko crises, it has become necessary to change the strategies. Before that is done, it is necessary for Prince Chukwunonso Nwoko to shift his position a little bit. He needs to be reminded that the Stars University will open a floodgate of development in Idumuje-Ugboko, Anioma, Delta State and Nigeria, which would be the beneficiaries of this unique life changing institution. The Stars University is not for personal aggrandizement. The students from this university will rub shoulders with Nigeria and Africa’s most famous couple, Prince Ned Nwoko and Princess Regina. In any case, it is an acknowledged fact that any attempt or support for the reversal of the University land will amount to reward for fraud and illegality. Prince Chukwunonso Nwoko’s fraudulent attempt at reversing the titles to the University land will not stand as he is facing criminal trials for forgery and deception. Government has approved the building plans for the various multi-billion naira projects.
At this juncture, there are windows open for Prince Chukwunonso Nwoko to pursue genuine peace and reconciliation. It is necessary for him to subject his process of ascension to the throne to community scrutiny with the intention of doing the right thing; the right thing being a proper process of crowning according to traditional rites. This would involve assuaging people and families who have been vilified, intimidated, maimed or even killed in the community or Palace fracas. Thereafter, Prince Chukwunonso Nwoko should keep his hands off the land properly acquired by Prince Ned Nwoko for several development projects. Prince Chukwunonso Nwoko should not be the clog in the wheel of progress in his own community. Nobody can do this for him, not even the unseen hands that are goading him on to commit more havoc against his people than he has already done before. He must take urgent decisions to restore himself to the path of honour. This is one sure way of restoring peace and dignity to the beleaguered community of Idumuje-Ugboko.

Dr. Ifeanyi Okowa, governor of Delta state and wife, Edith.

Delta Governor, Senator (Dr) Ifeanyi Okowa, and wife, Edith, on Wednesday tested positive to COVID-19.

The development is sequel to tests conducted on them after a few days of self-isolation, which they went into on Friday after one of their daughters tested positive to the virus.

The two heads of the First Family in the state, according to a statement by the Chief Press Secretary to the Governor, Mr Olisa Ifeajika, are stable and have commenced necessary treatment, and further isolation.

Okowa reiterated that ``COVID-19 is real. The rate is increasing in our state and the virus is taking the lives of some of our people.

``I, therefore, again call on every Deltan to observe the protocols on the virus while in public, to curb further spread of the virus, especially in the communities.’’
