Noble birth, troubled adulthood

By Owei Lakemfa

MURITALA Ramat Muhammed was the charismatic General who emerged Head of State following the July 29, 1975 coup. In a counter-coup on February 13, 1976, he was cut down in a hail of bullets. The  frightened regime which survived him was shocked it had no inkling such a coup was in the offing. It, therefore, decided to establish a secret service which would combine internal security, local and foreign intelligence gathering, counter-intelligence and propaganda.

The regime mandated then Governor of Benue Plateau State and former Director, Military Intelligence, Major General Abdul Mohammed,  technocrat, Mr. Sunday Bolorunduro Awoniyi and then Permanent Secretary, Ministry of Internal Affairs, Alhaji Liman Ciroma to work on this project. This gave birth to the Nigerian Security Organisation, NSO, under Decree 27 of 1976. Initially, the Metropolitan Club, Lagos was to be seized and used as the NSO headquarters, but the regime rejected this and rather, ordered the seizure of the Civil Service Club at 15, Awolowo Road, Ikoyi, Lagos. A few years down the line, that address, which was a relaxation centre, became one people prayed not to be taken as it came to symbolize repression, torture and detention without trial. Another major issue about the NSO that changed, was secrecy, especially of its officers. Chief Olusegun Obasanjo, a general who was Head of State when the NSO was created, wrote in his book, Not My Will that: “At inception, our aim was to make the NSO thoroughly faceless and inconspicuous but silently functioning with a clinical efficiency…Its principal officers were to remain innocuous and maintain a totally low and obtrusive profile.” Given this policy, Obasanjo said: “One can then imagine our chagrin when information came to us about Newbreed magazine’s story on the NSO with the picture of the Director, Maj-Gen. Mohammed, splashed on the face of the magazine to the bargain…I was told what Okolie (Newbreed Publisher) had planned to do would have done irreparable damage to the NSO, he would have blown whatever cover the NSO had…We had no choice but to seize his magazine in national interest.”

This obsession about the secrecy of NSO, (renamed the State Security Service, SSS) is now laughable as the organization even advertises itself. In fact, like the police, customs, immigration, prisons (correctional services) and the armed forces, it has its own uniform. When in our streets today, you see people clad in full black attire with boots, and sometimes with fancy-looking Israeli weapons, know they are of the ‘secret service.’ Sometimes, their uniform consist of  masks making them look like Ninjas. As for its leaders, there are no known attempts to conceal their identities. The NSO under Obasanjo, quickly degenerated into a terror gang, detaining student leaders, critics and those who politically disagreed with the regime. It also established, outside the ambits of the law, a super-secret detention centre on Ita-Oko, an island surrounded by crocodile-infested waters. The island could only be accessed by boat or helicopter. One quite commendable project of the NSO, was channeling funds and arms to the liberation movements especially in Southern Africa. The Shagari administration inherited the NSO and deployed it against real and imagined enemies. When it had political problems with the opposition Great Nigeria Peoples’ Party, GNPP, in that party’s stronghold of Borno State, it deployed the NSO to abduct the GNPP House Majority Leader, Alhaji Abdurahman Shugaba Darman, declared him a foreigner and deported him. When Alhaji Zanni Bukar Mandara, a military food contractor was overheard complaining in the presence of some soldiers about the worsening economic situation in the country, the NSO seized and charged him with attempting to overthrow the administration. The NSO was so liberally used by the Buhari-Idiagbon regime that overthrew Shagari, that the country was virtually a police state. The successor Babangida regime promised to cleanse it. Part of the cleansing ceremony was divesting it of foreign intelligence and military espionage and rechristening it on June 5,1986 as the SSS. The body also calls itself the Department of State Services, DSS, with a motto of “Loyalty, Vigilance, Verity.” But like the leopard, it remained the same. Within five months, the SSS Director General, Alhaji Ismaila Gwarzo and his deputy, Lieutenant Colonel Tunde Togun, were embroiled in the controversy on the bombing of leading journalist, Dele Giwa. Many thought that with civil rule, the SSS/DSS would change its role to that of safeguarding the populace rather than whoever is in power. Perhaps if it had, it would have provided more intelligence gathering on the shadowy Boko Haram, the kidnappers that have made road travel in many parts of the country, a suicidal mission and bandits that have grown to armies seizing parts of the North West. Every administration since the 1999 return to civil rule has misused the SSS in various ways including to seize newspapers and intimidate opponents. However, the situation has become far worse since the 2015 change of government to the ruling All Progressives Congress. I will pick just one incident for every year. In 2015, the former National Security Adviser, Sambo Dasuki was charged with corruption. Three courts granted him bail but the SSS disobeyed the court orders for four years releasing him only last Tuesday. Related to that is the leader of the Islamic Movement of Nigeria, IMN, Alhaji Ibrahim El-Zakzaky with his wife, Zeenat, who the SSS has refused to release since December 2015 despite court orders. In the night of October 8, 2016, the SSS broke down doors and gates of the homes of a number of judges across the country including those of the Supreme Court in what has turned out to be a continuous effort to cow the judiciary. For over thirteen hours on November 21, 2017 in Abuja,  the SSS teamed up with the National Intelligence Agency to square off against the  Economic and Financial Crimes Commission, EFCC, aided by police operatives. The clash followed attempts by the EFCC to arrest the immediate past SSS Director General, Mr. Ita Ekpenyong and a former Director General, NIA, Ambassador Ayo Oke. Perhaps the most infamous act of the SSS in its 41-year history was its Tuesday, August 7, 2018 invasion of the National Assembly during which its hooded agents prevented senators, honourable members, staff and journalists from accessing the Assembly, announcing that its takeover was based on orders from above. This year, the most infamous act of the SSS was its Friday, December 6, armed invasion of the Federal High Court, Abuja premises to re-arrest journalist, Omoyele Sowore and co-accused, Olawale ‘Mandate’ Bakare who had been granted and fulfilled bail conditions. As it continues to experience a difficult adulthood, there are yet no indications that the SSS can be reformed to operate within the constitutional and the laws of the land.

Gbajabiamila’s extravagant leap to legislative void

Lawan and Gbajabiamila

By Idowu Akinlotan

During his end of year empowerment programme for his constituents in Surulere, Lagos, Speaker Femi Gbajabiamila appeared to speak tongue in cheek when he gave impetus to the popular impression that the 9th National Assembly had become a rubber stamp for the executive. Reports of the empowerment programme were not detailed enough to determine whether anyone had asked him what he thought of the allegation of ineffectiveness levelled against the 9th NASS, or whether he simply thought aloud, imagining that the allegation was widespread and worrisome enough to attract his view. So he probably spoke tongue in cheek; but to many critics it was either a gaffe or a Freudian slip.
“People, critics and members of other parties have said the 9th Assembly is a rubber stamp of the executive,” groaned Hon Gbajabiamila. “They may have told you that, too. You know what? It is better to be a rubber stamp and bring progress, than fight the executive without progress. When two elephants fight, the grass suffers. The fact is that the National Assembly is not a rubber stamp. This is a National Assembly that represents the interests of the people .The people of Surulere did not elect me to fight the executive, but to engage and collaborate with stakeholders to bring the dividends of democracy. This is a new dispensation. There will be checks and balances. There will be separation of powers. We will agree with the executive if we have to and we will disagree if we have to. Our watchword is to protect the interests of the Nigerian people. That is the oath that my colleagues and I swore to.”
The 9th NASS is about six months old. In that period, it has been dogged by accusations of ineffectiveness and deliberate subsumption and subordination to the executive. There is hardly any month that Senate President Ahmed Lawan himself has not responded to accusation of presiding over a rubber-stamp assembly. He has defended himself as robustly as he can manage, but it must be clear to even him that he has not been successful. And despite whatever feats the 9th NASS might accomplish in the future, it is doubtful whether they will not continue to be regarded as a rubber-stamp assembly. In fact his recent statements that whatever came from the president by way of bills would be deemed good and lawful, and that the $29.6bn loan desired by the executive would be approved even before debate, lend credence to the allegations of the 9th NASS being a weak and soulless assembly.
Obviously, Sen Lawan and Hon Gbajabiamila think critics are wrong to dismissively characterise the 9th NASS as soulless, and both legislators also unwisely equate robust oversight functions with conflict and obduracy. But Sen Lawan has made a poor job of defending the senate, not to talk of projecting the wrong ideas of what it means to cooperate with the executive, and incompetently defining what legislative independence means. Last Sunday, Hon Gabajabiamila added insult to injury when he, it seems, spoke tongue in cheek, and managed in the process to open a window into how his mind works on the controversy. By suggesting that if being a rubber stamp could nevertheless deliver progress and still be worth it, he gave alarming vent to a dangerous logic unworthy of both his profession and calling.
No, Mr Speaker, the end does not justify the means. Those who voted the 9th Assembly had no illusions about the poor democratic records of the executive; they, therefore, expect the parliament, which is the most powerful symbol of democracy, to help moderate and mitigate the inexorable excesses of the government. It is a great pity that neither Sen Lawan nor Hon Gbajabiamila understands the legislative nuances they have been called upon to inspire, and have in consequence both leapt imprudently into parliamentary nothingness and outsourced their responsibility to civil society groups and other eminent Nigerians like T.Y. Danjuma who recently tantalised Nigerians with tales of the political witchcraft enveloping the country.

First Phase of Warri/Uvwie storm drainage projects commences in January, Okowa assures

Governor Okowa bein welcome to the thanksgiving service by Mrs. Gbubemi
Kpenosen-Ikolo.

To check perennial flooding in Warri, Uvwie and environ, Governor Ifeanyi Okowa of Delta has said contracts worth more than N9 billion for the construction of storm drainage projects have been awarded.

The governor made the disclosure on Sunday while speaking at a thanksgiving service of Hon. (Mrs) Gbubemi Kpenosen-Ikolo, Commissioner for Technical Education at the Unity Baptist Church, Warri.

According to Governor Okowa, restoring the lost glory of Warri was important and the storm drainage projects were designed to ensure that the flooding of the oil-rich city was permanently tackled.

"Construction of the first phase of storm water drainage projects in Warri South and Uvwie will be starting in January; the contracts for the projects have been awarded at a cost of N9.5 Billion.

"Your Majesties, our desire is to restore the lost glory of Warri and Uvwie and we want the cooperation of everyone for us to have seamless execution of projects," the governor said.

He commended Mrs Ikolo for giving thanks to God, disclosing that the Commissioner did not lobby for the position and that, it only came through inspiration from God.

"The appointment did not come from me, it came from God; so, we will return the thanks to Him; the Lord will direct your paths for you to succeed because, the real thing is about the success story at the end and when God directs your steps, it will be a success story.

"You have been called to serve humanity, you have been called to serve the entire state, you are in a very important Ministry that is dear to my heart because technical education is very important to us; if our children can use their hand and brain, they will have a better future.

"Be a humble politician for you to succeed in the future; once you show pride, God will take the position away from you; there is no need for any politician to be proud because all that you have was made possible by God; it is the Lord that giveth all things, we should allow Him to reign in our lives; you are accountable to Him.

"A new technical college has been approved for Omadino; another in Uvwie and another one in Irri within a few months that you were made a Commissioner because, it is about the commitment we put in for the colleges to be impactful on our people," the governor said while thanking the traditional rulers and entire Deltans for their support which made his re-election as Governor to be a smooth sail.

Rev. Dr. Ayetin Nathaniel had in a sermon, said Christians should always give thanks to God because whatever He says will be, will come to pass.

"The goodness of God is flowing every day of our lives; He is worthy of our praises, He is worthy of our thanksgiving; whatever position you occupy today is as a result of God's favour; Christ's death brought that favour and we should celebrate that favour because, if God says this seat belongs to you, no one can change it; we need to praise Him; the more you give Him thanks, the more He blesses you and, it is good that we celebrate God who has made us what we are."

Fun time as Dame Okowa, Mama Delta, fetes children at 2019 Christmas party

Mrs. Okowa surrounded by children in a dance.

“Lo, children are the heritage of the Lord, and the fruit of the womb is His reward.” – Psalm 127:3.

The forgoing expression of the Bible seemed to have been a major influence as Mama Delta, so fondly called by her admirers, and wife of the Governor of Delta State, Dame Edith Okowa took time out again to bring children, the heritage of the Lord, together in Delta State to celebrate the 2019 Children Christmas party.

The very colourful event held today, December 18, 2019, in the sprawling comfort of the Government House, Asaba. And the children had fun, excitement; it was a joyous occasion with plenty to eat and drink.

Barrister (Mrs.) Kesiena Samson, speaking to the children who came from the 25 local governments of the state, she told them what the occasion of Christmas is all about.
Mrs. Okowa and children with the Christmas party cake.

“Christmas is about Jesus Christ our saviour. It is not about eating rice and drinking coke. It is not about clothes and shoes; it is not about father Christmas.

“All of you are wise and sons and daughters. You are to love Jesus and remain wise. Obey your parents and listen to your teachers,” Mrs. Samson said.

She called attention to Acts 2:17-21, in which verse 17 states: “And it shall come to pass in the last days, saith God. I will pour out My Spirit upon all flesh; and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams.”

She prayed for the children with a call on them to serve Jesus and that God will pour His Spirit on them and they will become successful, live with the wisdom of God, become inventors, etc.

The children had a swell time as they treated the audience to impressive dance steps involving break dance, and other forms of body gyrations.

Apparently overwhelmed, one of the masters of Ceremony had to declare: “Delta children are good, SMART children.” There was also game of numbers played by the children depicting unity. The children also had Bible quiz.

Speaking to the children, Mrs. Okowa expressed gratitude to God for the protection He gave to everyone that is alive to celebrate the 2019 Christmas. “That in spite of the wickedness that prevailed, and from which God has saved many, we thank you Lord,” she prayed.

Pointing out that the year 2020 is one that everyone will enter into, and that it shall be better than 2019, Mrs. Okowa also in her prayer thanked God for giving the three arms of government in the state to work in synergy, and that despite the ethnic divides, the people are working together as one unity family in the state, and also prayed for the nation.

She then sang thanksgiving songs to God, one of which is “Thank you Lord, thank you Lord, all we have to say is thank you Lord.”

Highlight of the Christmas party was the cutting of the 2019 children Christmas party cake by Mrs. Okowa and the children. Mrs. Adode Praise from Ughelli North Local Government Area gave the vote of thanks.

One of the well entertained children, six years old Etaghene Obajere from Abraka told banneronlinenews.com: “The party is good. I like it. I wish to come here again.

Delta, private sector to build leisure park in Asaba

Mrs. Onyemaechi Joan Mrakpor, DG, DSCTDA.

For residents of Asaba that have had to travel outside the capital city in search of family fun, the 2020 yuletide season may usher in a new era for them if the plans of the Delta State Capital Territory Development Agency (DSCTDA) mature according to schedule.

A leisure park to provide entertainment for families and children will be developed in Asaba, capital of Delta State and could be up and running ahead of 2020 Christmas.

The park which will be funded by a private organisation is seen as the missing link in the emergence of the capital city into a cosmopolitan city.
Director General of the DSCTDA, Mrs. Onyemaechi Joan Mrakpor, who revealed this said the absence of such a facility has been denying residents of Asaba the opportunity for leisure outing and family bonding.

Speaking on a Delta Broadcasting Service (DBS) Television current affairs programme weekend, Mrakpor said the DSCTDA is engaging a private organisation to execute the project.

"Our target is that before the yuletide of 2020, a functional leisure park complete with entertainment facilities for children and families will be in place in Asaba. It is very important to have a decent leisure park in Asaba given the fact that it is now the gateway to every part of the country," she said.

Mrakpor said the state governor is desirous of giving Asaba an ambience that is not only welcoming to businesses and entrepreneurs but also those seeking relaxation and family outing. "We have to take advantage of the security in Asaba and provide a haven for entertainment to thrive," she said of the leisure park project.

On the ongoing makeover of Asaba, she said the shopping lines under construction in strategic areas will accommodate the fruit vendors and street traders in the state capital. They are equipped with conveniences that will be maintained.

According to her, adequate space for street traders have been provided at the market by Midwifery Road, along Okpanam Road while the new wing of Ogbeogonogo Market can accommodate over 200 street traders when completed.

The planned leisure park is coming as the state Ministry of Culture and Tourism is building a film village at Ugbolu, a suburb of Asaba. Mr. Lawrence Ejiofor, its commissioner, said the project will leverage on the emergence of the state capital as the home of Nollywood as the Nigerian motion pictures industry is known.

Delta APC to Okowa: Don’t assent to pension reform bill for acting governor

Governor Okowa.

The Delta state chapter of All Progressives Congress (APC) has called on the Governor Ifeanyi Okowa to withdraw his assent to the bill on pension reforms to accommodate an acting governor.

The party in a statement signed by its state Publicity Secretary, Barr. Sylvester Imonina described the bill as panacea for economic woe. “The Delta State chapter of the APC wishes to state categorically that in line with plethora of judicial pronouncements/authorities, anyone who occupies any position in acting capacity in the governance of the State, is not recognized by the law as a substantive holder of the office. It is on that premise that the Appellate Court threw out several cases, wherein the legality/competence of former President Goodluck Jonathan were challenged by some Nigerians,” barr Imonina stated.

Full text of the Delta APC statement reads:
[11:06, 12/13/2019] Sylvester Imonima, APC: DELTA APC KICKS AGAINST PENSION REFORMS TO ACCOMMODATE ACTING GOVERNOR
SAYS IT IS A PANACEA FOR ECONOMIC WOE

The All Progressives Congress (APC) in Delta State alerts Deltans on the anti-peoples' Executive Bill that is currently before the State House of Assembly, which is at the verge of being assented to by the Governor. The Bill is to enable the former Speaker of the Assembly, Rt. Hon. Sam Obi, who acted as a Governor for less than three months in 2011, becomes a beneficiary of the said law.

Deltans will recall that after the nullification of Dr. Emmanuel Uduaghan's election in 2011, in line with the 1999 Constitution of the Federal Republic of Nigeria, as amended, Hon. Sam Obi was sworn in to take charge of governance of Delta State, pending the conduct of another election. It is worthy to note that the brief stay of Hon. Sam Obi was shrouded in controversies of alleged shady deals!

The Delta State chapter of the APC wishes to state categorically that in line with plethora of judicial pronouncements/authorities, anyone who occupies any position in acting capacity in the governance of the State, is not recognized by the law as a substantive holder of the office. It is on that premise that the Appellate Court threw out several cases, wherein the legality/competence of former President Goodluck Jonathan were challenged by some Nigerians.

Aside the above position of the law, the present PDP led Government of Delta State complains of lack of funds for the execution of projects! This same Government, because of her penchant for profligacy now wants to make their partner in maladministration of the State, "super rich" at the expense of majority of Deltans!

Despite the uproar and condemnation of the amendment sought by the Governor of Delta State, the State House of Assembly, today, the 11th of December, 2019, cowardly and shamelessly granted the request of the Governor by amending the said law because of the interest of only one person. This is heartlessness.

The APC, and the downtrodden Deltans call on Mr. Governor to have a rethink and withdraw his assent to that law amended/passed today by the House of Assembly. Deltans are watching to see if the Governor had not conquered shame. If he had conquered shame, then, let him sign that amended Bill into law. Posterity will judge him.

Meanwhile, if the Governor does the unthinkable by signing that Bill into law,  PDP Government should be ready to have barrage of litigations in respect of same. Deltans and civil societies are watching.

Signed:
Barr.  Ogheneluemu Sylvester Imonina,
Publicity Secretary, APC,  Delta State.

Okowa, Ibori mourn Tony Obuh; gov pays condolence visit to family

Late Tony Obuh.

Delta Governor, Sen. (Dr) Ifeanyi Okowa, has expressed deep sadness on the passing of Chairman, Delta State Bureau of Pensions, Sir Anthony Obuh.

Obuh, a retired Permanent Secretary and politician, hails from Oki community, Agbor Kingdom, Ika South Local Government Area of the state.

He reportedly died in the early hours of Thursday at the University of Nigeria Teaching Hospital, Enugu, after a protracted illness. He was aged 62.

The deceased was Permanent Secretary, Government House and Protocols between 2007 and 2014 when he retired voluntarily to contest for the office of Governor of Delta on the platform of Peoples Democratic Party (PDP).

Although he lost the primaries, he remained a committed and loyal party man. Former Governor Emmanuel Uduaghan later appointed him as Commissioner for Special Duties, a position he occupied until the end of the administration in May, 2015.

Under Gov. Ifeanyi Okowa’s administration, he was appointed Chairman, Delta State Bureau of Pensions in June, 2018, a position he held until he died.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, on Thursday in Asaba, Okowa commiserated with the people of Ika South, Oki community in particular, Agbor Kingdom and the entire Delta Public Service community over the passing of the renowned civil servant and technocrat.

He said that Obuh was a respected civil servant, politician and administrator, who excelled in all his endeavours.

The governor described him as "thoroughbred technocrat" whose contributions to the civil service would be indelible, adding that he felt a ``personal loss’’ with the demise of the great son of Ikaland.

"On behalf of the government and people of Delta, I mourn the passing of a gentleman and thoroughbred professional, Sir Anthony Chuks Obuh, who reportedly died early Thursday at the UNTH, Enugu.

“The news of his death came to me as a shock and I send my heartfelt condolences to the family, the people of Ika South and the entire bureaucracy in Delta on the passing of the renowned politician and top-notch civil servant.

"He was a gentleman-politician, and distinguished himself in the service of his state as a retired Permanent Secretary, Commissioner and current Chairman of the Pension Board.

"Until his death, he was an active member of Peoples' Democratic Party (PDP) in Delta and a leader in Ika South Local Government Area. He will be sorely missed by those whose lives he touched in many ways," he said.
Meanwhile, Governor Okowa has since paid a condolence visit to the family of the late Chairman, Delta State Bureau of Pensions, Sir Anthony Obuh, who passed on in the early hours of todaq..

The governor, who was accompanied by his wife, Edith, top government functionaries, including Head of Service, Mr Reginald Bayoko and permanent secretaries arrived at the Obuh’s home in Asaba at 3.10 p.m.

He condoled with the deceased’s wife, Ogor Obuh, and son, Tony Obuh Jnr, family members, other relatives and well wishers who had thronged the residence to mourn the late technocrat, a retired permanent secretary.

Prayers were said by the governor and members of his entourage for the family for God to grant the deceased’s soul eternal rest.

Okowa prayed God to accept the deceased’s soul and grant fortitude to the family and friends he left to bear the loss.
Similarly, former governor of Delta State, Chief James Onanefe Ibori has commiserated with Delta state’s Gov Ifeanyi Okowa, on the death of Mr. Tony Chuks Obuh, Chairman, Delta State Bureau of Pensions.
In a statement signed by Ibori’s Media Assistant, Tony Eluemunor, Chief Ibori said that Obuh will always be remembered for his variegated roles as an excellent Civil Servant, astute administrator and committed politician.
Ibori said: “Mr Obuh served as a Civil Servant for 32 years, starting from the old Bendel state as an Administrative Officer II in 1982. He was already recognised as a shining star there and was given challenging assignments; Director, Investment and Loans, Director, Planning, Research and Statistics, as well as Acting Chairman, Bendel Insurance Company Ltd.
So, he was already a seasoned Civil Servant when our dear Delta state was carved out from Bendel State, and he was one of those who helped the young Delta state not only to settle down but to build the stout foundation on which it rests and which has helped it to enjoy quick development.
I remember that it was during my administration that Tony Obuh became a Permanent Secretary in 2007. He honoured that post with his passionate, relentless and selfless service. On retirement, Mr. Obuh joined the Peoples Democratic Party and contested the 2015 governorship election.
Tony Obuh was dependable both as a Civil Servant and in his private life.
He will surely be remembered as a pillar of every community he has lived in, especially his Oki, Ika South LGA community, and a devout member of the Catholic Church for he really lived a life of service.
May God give the entire member of the family, the Oki village and the Ika South LGA people the fortitude to bear this irreparable loss.
May his gentle soul will rest in perfect peace”.
